Add rustc/rustdoc config keys to Cargo config

In addition to global RUSTC/RUSTDOC env vars, this commit recognizes
`build.rustc` and `build.rustdoc` as configuration keys for Cargo to instruct
what tools should be used instead of the default.

Closes #967
